Yes; however as far as I know, they just mention that it MAY, SHOULD, or MUST 
be done for privacy or security reasons.

Thus the encrypted contact is either serving the intended purpose or the proxy 
may have a configuration or software issue.  Talk to the proxy vendor or 
service provider.

Since it isn't registered (or made visible) within IANA, I assume that it is a 
proprietary parameter since search results didn't include any IETF drafts.
