I'm not positive what you mean by "media capabilities": offer/answer, RFC 3840, 
or something else.

If you are asking offer/answer stuff, RFC 3725 provides some call flows.

If you are asking about RFC 3840, section 7 indicates that the capabilities can 
be changed mid-dialog.  RFC 3725 also provides some situations where the 
controller might want to relay it within ACK (for instance, if received the 
change in 2xx response).
