Hi I assume that by media capabilities, you mean offer / answer. A caller shall send SDP (answer) in ACK of INVITE / ReINVITE when the INVITE / ReINVITE he sent did not contain an offer SDP and the offer SDP was received in INVITE / ReINVITE 200 response.
3PCC services are a good use case of the above.
