Hello Experts, The MTA device sends a initial registration upon sending below xml info in NOTIFY request reg event. Is this expected behaviour?

But I see the device sends a initial registration message upon sending the xml info with the mentioned attributes. Does the statement "UE shall release all dialogs related to those public user identities" mean sending the init-reg message? Please clarify.
