The MTA device sends a initial registration upon sending below xml info in
NOTIFY request reg event. Is this expected behaviour?

As per spec PKT24.229 section 5.1.1.7, if the registration state attribute
set to terminated and event attribute in contact is set to rejected  the UE
shall release all dialogs related to those public user identities.
But I see the device sends a initial registration message upon sending the
xml info with the mentioned attributes. Does the statement "UE shall
release all dialogs related to those public user identities" mean sending
the init-reg message? Please clarify.
