I guess UE should not send Inital Register when Notify:terminated with event:rejected comes from server
deactivated – this event occurs when the binding is removed by the network (e.g., due to a network-initiated de-registration), allowing the user to perform a new initial registration attempt afterwards . Example would be movement from LTE to WIFI (both supports IMS) rejected – this event occurs when the network does not allow the user to register the specific contact.
