In my case the SIP proxy doesn’t have sip refer implementation…and will reject 
any refer request from uac…

Yes it is possible. If sip proxy is statefull for example SBC. Sip Proxy 
consumes the REFER which comes from either UCA or UAS then sends new INVITE to 
either of UAC or UAS.
