Proxies per se don't have to "implement" any method, all they do is pass along requests and responses, and that works the same for all methods (other than INVITE). But if your proxy does extra work to deliberately block REFER requests, you do have a problem. The natural answer is "get a better proxy". (And I suspect it has other shortcomings that will cause you further problems.) But if you could do that, presumably you wouldn't have asked the question.
