Concerning the following snippet... "no response at all is received for the BYE (that is, a timeout is returned by the client transaction), the UAC MUST consider the session and the dialog terminated."
It basically indicates how to behave if BYE times-out waiting for final response (for instance, the BYE's Timer F has expired). For example, a network issue prevents the BYE from being delivered (to 1 or more addresses per RFC 3263 resolution).
