I don't agree. You want the very same for a SIP non-WS client
connecting to an Outbound proxy via TLS (without using the broken
"sips" mechanism). I don't think such a SIP client would want to send
in-dialog requests over a new non-secure connection just because the
Outbound proxy has not proper DNS NAPTR/SRV records.
