That's on a different level of Dean;s 7-Layer Model -- the Political.


The simplest approach is that a top-level authority (say, ITU) operate  
a top-level PKG that then provides private keys to the national  
authorities, who then act as PKGs for lower-level delegations, and on  
down to the individual  phone number.

So, if you're in possession of a private key for your phone number,  
from the PKG that's authoritative for your phone number (according to  
whichever definition of that  authority we adopt), you are in  
possession of the identity indicated by that phone number.  Not all  
that different from enum, just a different algorithm for the key  
management and crypto.
