They don't necessarily have to use a proxy; they might have their own  
telephony routing tables, be able to make ENUM lookups, etc.

AS I've said, we need an RFC 3263 for tel: URIs if we expect people to  
use tel:

UAS might need to be able to return a Tel contact in a 302 if they  
issue 302 at all.
