I agree this is a relevant use-case. If there's no other one, I think
we don't have to torture ourselves with too many use-cases, as it
would complicate the solution.
By the way, I like short & simple drafts like this one ;-)

I would add one explicit requirement like: It MUST be possible for a
UA to negotiate a keep-alive mecanism outside a SIP registration.
