AFAIK there was never any resolution of this - nobody knows how to do it.

I think the most fundamental problem is that there is no good answer to who is permitted and able to authenticate the use of a particular TEL URI.

That's a very interesting issue. The Tel: uri gets routed somehow, by default route in a proxy or outbound proxy setting in a UA.
This really applies to all NON-sip/sips uri's in SIP.

Food for thought. And something that causes damage for the use of Tel: URI's.
