Yes, the plugin will have to be coded in Java. The good news with Eclipse is that:
- It is getting very popular, so this is probably a great thing for you to learn ;)
- You get many interesting things along that will be useful in our context, like:
   - Can be embedded in Eclipse workbench or as a standalone application ( http://wiki.eclipse.org/index.php/Rich_Client_Platform). Have a look at this screencast which demonstrate the whole thing
   - Will work on Windows, Linux, HPUX, ...
   - A lot of nice looking widgets ( http://www.eclipse.org/swt/)
   - Monitoring agent capabilities (http://www.eclipse.org/tptp/home/documents/tutorials/viewlets/v4.1/EW-perfmon/EW-perfmon/EW-perfmon_viewlet_swf.html )
     -> You can deploy the agents on the Systems Under Tests (as well as Test System, that is SIPp)
   - Drawing capabilities (graphs)
   - Test cases / Test plans capability (TPTP)
   - Report capabilities (BIRT - http://www.eclipse.org/birt/)
   - ...
