Thank you everyone for your help, I got it complied now.
basically I had to install the libpcap library instead of just copying the
header files in to the sipp directory, I also had to download and install the
libnet library.
I now have another problem that I can't find on Google:
I get this error when I attempt to execute sipp: Can't get local IP address in
getaddrinfo, local_host='192-168-0-43.safedataisp.net', local_ip=''.
I have no idea what this is saying or how to fix it.

pcap.h is now wrapped in the libpcap-devel RPM, and
Fedora doesn't have libpcap-devel installation by default.
You'll need to find and install libpcap-devel which matches
your libpcap version. Then you can compile SIPp happily.
