I got my answer.
verifyauth does not work if the Authorization header includes qop.

verifyauth always returns false. Sipp calldebug log shows the following:

MTQ0NzE4NjY1Njk4NTpFVGFnOmljb25maWc=, result expected

The username and password are correct. Is the verification failing because
the Authorization header includes qop?
