I've a development load using today's source (013241) and I'm
experiencing a strange problem with not being able to access voicemail
for some defined users.


I have three phones and three users: 
200 on LG6830
201 on LG6812
202 on LG6804

I imported these settings initially and when I tried to dial 101 from
all of these phone to access voicemail I got the message:

"Enter your extension and then press pound" 

Rather than the expected:

"Enter your Personal Identification Number and then press pound"

When I enter the extension number, it asks me for a PIN, which it never
accepts and says it's invalid.

I deleted the entire database (sipxconfig.sh --database drop create) and
added the same phones/users manually.

I now only see the problem on user 201, all the other users can access
voicemail. Note If I ring 201, I can never leave a voicemail, it just
rings continually.

Note: This problem is tied to the user and not the phone, as I added 201
user to the LG6830 and when I used that line to dial 101 I still get the
problem. If I use line 200 I get through to voicemail.

This seems to be intermittent on configuration. I also saw this problem
with the Nortel ISO built on July 2nd: (013004). 

Has anyone else experienced this problem? If not, could someone give me
some clues as to how to debug it? I'll enter a JIRA on this issue later.
