Configuration restore should be treated in a similar way to upgrade or
initial installation. The dial plans are many other settings are pushed
after sipXconfig restarts. Restore script should call:

sipxconfig.sh --first-run

Before restarting the system.

I am pretty sure I saw an issue for that already... If you cannot find it
open a new one.
