With the exception of sipxpresence-config (which is having replication issues) all of these files are generated by sipXconfig at startup time and when configurations are changed. If you are not seeing this behavior, please attach a copy of your sipxconfig.log. The issue you referenced above only applies (as far as I can tell) to the case where service configs are not replicated after a change to alias.
