Well, first... it has nothing to do with NTP. NTP always operates on UCT, and the internal system clock is set up to be UCT. The timezone affects how times are presented in various user interfaces, and is a system parameter (not an NTP parameter). It is fixed simply as a way to reduce the number of questions the setup wizard has to ask. The sipXconfig administrative UI has a way to change it again to whatever you need it to be.
