In light of http://track.sipfoundry.org/browse/XECS-1960#action_33121, you may want to revise your strategy. (BTW, how did you generate the To header? The pub-gruu element value should always contain a real URI, which if you'd copied, it would have been valid.) (Unfortunately, my Wireshark crashes when I try to examine LG-Nortel_trace.pcap from XECS-1960.)
