I did not use eclipse. Also, other plugins use the same dtd url, yet they have no problem, and that is why I am not sure it is indeed the offending one. Also, it did not explain why polycom unit tests can pass under neoconf, but not under its own plugin. I just do not believe and could not find out what in the unit tests that are location specific. BTW, I had this working in an old load, and had never run into the issue.
