Because it's name is "tmp" - if you expect it to be persistent, it
should be put somewhere that doesn't have "tmp" in the path.

It's ok to expect it to exist for a few minutes, but it shouldn't expect
it to be there for an arbitrary amount of time.

I know that we have startup actions that delete some things in that
directory (I don't think they are currently wildcards).
