Not implemented means the set does not support REFER. In other words,
it is not implemented ( which would be a recursive definition of the
term "not implemented").

You can try using a re-INVITE call flow or (better yet) you can
upgrade your firmware if thats possible. There's an RFC for it
somehwere ( 3pcc best practices).
