Sorry - was not clear....

The sipXrls service plays no part in executing a speed dial.

The phone configuration (any phone) configures the user interface to do
two things - have a speed dial (press one button to make a call to some
number), and monitor presence (change the light/icon when someones phone
rings, etc).  The sipXrls is an active component in the monitoring
function, but not in the speed dial function - that's local to the
phone.  The fact that these things are closely related in the phone
configuration does not mean that they both use the sipXrls service.  You
can have a speed dial number that is not monitored, for example.
