The correct name of the substitution variable is FREESWITCH_PREFIX, which currently is predefined as "/usr/local/freeswitch". So there is no requirement to install the third party Freeswitch RPM prior to building. If you would like to see the installation location of Freeswitch be more flexible, then open an issue for future consideration.
