Dial plan template is a default set of rules for the country (you can have template for Mexico, and a different one for Germany). You switch templates on Localization page. Dial plan rule is an item that you add to dial plan - you can see rule types in a dropdown box on a dial plan page. I am pretty sure it's a request for a new dial rule type and not for a new dial plan template, right?
