Because there is no SIP address that's unique to the phone.  Most phones
register only the user addresses that are assigned to buttons.  It's not
even easy to match up a Contact address with a specific physical phone.

We've looked at the problem of how to address a specific phone a number
of times, and coming up with a strategy that works across vendors is a
non-trivial problem.
