My guess would be Poland :) It is a little troubling that you see nothing on the Job Status page when you push the profiles. Did you give it a minute or two? Try hitting the Job Status refresh button (sorry for silly questions). If the timestamp of the file coincides with the time you think you pushed it, then it appears to be working ok, strange JobStatus page stuff aside. You might also check the sipXconfig.log, looking specifically for any error messages or exceptions related to the replication of credential.xml. However, again, since you see the correct credential.xml file on the filesystem, with the 274 user, I think this may be another issue. As I mentioned in chat, the usual culprit that I've found is if the sip domain has changed, or the sip domain in the registration request does not match the sip domain in the credentials.xml. But the fact that it eventually resolves itself is quite strange. Can you post the relevant lines from credentials.xml? I'm pretty much grasping at straws here... this is quite odd behavior.
