Only so if you set that preference in the sipXcofig group.

I strongly disagree with this statement.  In an enterprise environemnt,
it would be typical to find that most of your IM interactions are with
your peers inside the enterprise.  This is certainly how the people
around me use it.0

I personally believe that this is not very useful.  Each user can create
his own groups through the IM client directly.  Giving the user the
ability to do that via sipXconfig would not add a lot of convenience to
the user IMO.
