What doesn't make sense is we see this occuring while the ACD is up and
running with traffic on it (sometimes with no traffic), and while nobody is
configuring anything on the server...  and it doesn't seem load related
since sometimes it's only a handful of active calls and we see this issue.

So in our case this isn't related to a "startup" situation....  So what else
would call this process while the ACD is actively running?
