Ah, yes, a little detail. You've downloaded the current development version, which has had the whole voicemail system replaced. What you are running is the 4.0 version, which has that file. To get the 4.0 source, you need to check out http://sipxecs.sipfoundry.org/rep/sipXecs/branches/4.0 The 'main' version is in active development and isn't even guaranteed to run...
