Whoa... MoH has nothing to do with voicemail.

Pretty soon, we're going to want to have multiple MoH and Voicemail
servers (both for redundancy and for branch localization).  Let's not
put everything in one directory just because it has 'per user' in the
name.

Each service should manage its own configuration and its own service
storage.  MoH and Voicemail are two different services.
