Have you built and run sipXecs on this platform? In general, sipXecs is memory-hungry, and we recommend at least 1 Gb of RAM. (In version 4.2, we have replaced the memory-hungry sipXvxml voicemail system with one based on Freeswitch, but we expect RAM needs to remain high.) Looking at the installation directory of a development "sandbox", I see that the installed files occupy about 200 Mb. So at first look, if the numbers you are providing are accurate, the platform is inadequate to run sipXecs.
