The intent is that a call to a sipXecs user will fork over a SIP trunk
to a PBX user, so perhaps "external contact" would be a better term than
"external user" since there's currently no fundamental difference
between a local user account and an external user account on sipXecs.
There's nothing currently preventing a registered local user also having
an external contact, although that would be a more complex
configuration.

The PBX users do not need to register since calls to them are forked
over a SIP trunk (and in my case over a Mediant1000 to a PRI trunk
connected to a PBX). With the PBX dialplan configured appropriately the
PBX user will be able to forward calls to sipXecs voicemail (to deposit
messages) and call sipXecs voicemail directly (to retrieve messages).
When their mailbox receives a message the PBX will receive an MWI
indication over the SIP trunk. If the PBX supports that functionality it
will light the PBX user's message waiting lamp.
