The Contact header is mandatory in both SUBSCRIBE and NOTIFY requests. See RFC 3265, section 7.1, table row "Contact". Given that both SUBSCRIBE and NOTIFY can establish subscription dialogs, there isn't really a way to get around having Contact be mandatory.
