This is the current expectation, but let's not loose site of the fact that it's really a bug. It's not (IMHO) acceptable to tell the administrator that they must make changes only when all systems are reachable. Changes that have not been propagated should be queued and promptly made as soon as the target services/systems are reachable again - without any operator action. Bear in mind that network or system failures can (and too-often do) happen at the least convenient times, including in the instant between making a change and pushing the Send Profiles button.
