It's not (IMHO) acceptable to tell the administrator that they must make
changes only when all systems are reachable.  Changes that have not been
propagated should be queued and promptly made as soon as the target
services/systems are reachable again - without any operator action.

Bear in mind that network or system failures can (and too-often do)
happen at the least convenient times, including in the instant between
making a change and pushing the Send Profiles button.

I don't expect all the cases of this to be fixed for the 4.2 release,
but it should be our goal to come up with good general solutions for it
over time and apply them.
I agree that everything can be improved but I thought this is a mistake about the test. However, it might be better to open another issue to address this new improvement.
