That is a good point.  One which only just sunk in for me.

I don't like the thought of sipXconfig not mastering all the systems
data.  But this is a very practical argument against the direction we
were going to take.  I'm willing to re-visit our decision.  Arjun?

The email stuff is currently living in validusers.xml.  We agree that it
isn't ideal, hence XX-7560.  Any reason we can't live with this in 4.2?
