I'm afraid that didn't clarify it for me. I'm not clear on what the implications are of whether or not the tabbed view is displayed. The admin should not be able to add a new TLS peer without going through the screen that establishes permissions for that peer, and no action other than entering the peer name should be required to get to that screen. Given how little information is associated with a peer (just the name and the permissions), why are there two tabs?
