Could we create a Java superclass for all sipXconfig pages with a
getTitle() method? Border.html would then use only this method, instead

That should move the problem into the Java domain, where it can be more
predictably solved.

If we can't get this fixed in 4.2, then let's just:
- remove the title bar from the Border component; and
- let the page HTML display it's own title in the "content" div. (i.e.
Like we do today.)
