Are you suggesting that we do this for 4.2? 
How would you want to ensure that real messages sent by the 
Conference owner are not mistaken for a command. Eg. if the owner
Sends 'who' in response to an IM from another participant ('he is
arriving
Today'), then we should not respond to that IM with a list of
participants.
