Hi, With regard to XX-6767, I don't think that the problem here is that we should mark "Use Group Speed Dial" checkbox unchecked by default
IMO, when a new user is created, and if it has no speed dial number associated - it is OK to display "Use Group Speed Dial" as it is (checked); the problem here is that we let the user to add user specific speed dial numbers in this case. We could simply "disable" "Add Number" link when that checkbox is checked; and enable this link when that checkbox is unchecked.
