We've actually been automatically restarting phones after the upgrade process since 4.0. (See XX-2055.) I checked yesterday on a 4.1.7-018494 to 4.1.7-018497 upgrade, and it worked. There is a known problem with our approach though, so we cannot guarantee that all phones reboot. You likely hit this scenario. We think we have the building blocks to fix it though. Note also that the chances of hitting this problem are proportional to the length of time that the upgrade takes. Some data on how often this occurs on 4.0.4 to 4.1.7 upgrades would be useful.
