Agreed. I replace local rule with a custom_local rule because itsp's
require 10 (not 7) digits, so the rule prepends the NPA. I cannot name
it "local", since the rule exists yet is disabled...

Some itsp's send + but sipxbridge can't strip it. So I create
"multiple" rules, so L D can be dialed, or return calls from the
calllog on phone can also be dialed.

There is no way to put the different conditions together.

In many areas throughput the US, the are 7 digit dialing plans thatcan
be dialed from an area, but fall into different area codes. There is
no easy way to populate these into a dial plan to have them treated
properly.
