IMO, these contacts should be downloaded as part of regular phonebook downloads
- e.g. if phonebook P1 is created and Everyone enabled, then contacts from
default Everyone phonebook will be included in P1 downloaded contacts.

I have added a comment on the same issue XX-8294
<http://track.sipfoundry.org/browse/XX-8294> that when a phonebook
Test_Phonebook is created and if "Everyone" default phonebook is
enabled, default phonebook contacts should also be included in
Test_Phonebook downloaded contacts.
