I have already added comment on XX-8294 that
download link should also include default phonebook (downloading in
vCard format) and XX-8348
improvement states that Download link should be present both in admin
and
user portal.
Can I add a comment on XX-8348 that
Download link that will be provided
in admin portal should download member user groups members, additional
contacts and "Everyone" default phonebook contacts (in CSV
format) if default phonebook is enabled?
Or is it really necessary to file a separate improvement for the same?

Hi,
no need to raise another issue. You can add a comment under XX-8348
for future reference, however when fixing one the other one will be
automatically fixed, since the business method that downloads the PB
takes care of both formats.
