Only Master's sipXproxy is down where as all other services are running
on the master machine(sipxconfig is running on the master machine).where
as in distributed CDR HA Tunnel ,Shared Appearance Agent,Media
Relay,Sipregister and sipxproxy are running
--Basling.

I don't believe the code to reboot the servers is running on the
distributed. I'm sure somebody will correct me. In any case I don't
believe the system is designed for you to make configuration changes
with the master system down.
