It depends... if the process at the other end is still there but not
responding (the proxy is wedged but not down), then it can take a long
time.  I don't know how much we can do about that case no matter what.
In the much more common case in which either the server is not at the IP
address or the process is not running, we should get a very quick error
(milliseconds).
