I'm not a SIP core insider, but that makes sense to me.

Why can't we just pick the longest ringing call from the first NOTIFY response? 
 Execute the pickup ASAP.

On other words, what is a real-world case where waiting for further NOTIFYs 
would result in picking up a different call?
